Since 2001 ecoplus has developed and implemented 6 cluster initiatives. A team of currently 20 employees provides services to cluster partners in five main areas: cooperation and innovation, information, PR, qualification and internationalization. Consolidation under one umbrella enables Lower Austrian cluster managements to use synergies, learn from each other and develop standards. Services as HRD, PR, international relations and back office are centralized. In 2008, ecoplus developed and implemented a new system of measurable performance indicators based on Balanced Scorecard for cluster management in Lower Austrian.

In 2008/09 ecoplus as member of the Management Team of CEE-ClusterNetwork carried out a survey on cluster management at European scale supported by the European Commission and EuropaIntercluster. Answers collected from about 150 cluster managers all over Europe cover general data on cluster organisation and cluster manager, tasks and relevant skills of cluster managers as well as training needs and preferences regarding training methodologies.

With the help of CEE-ClusterNetwork ecoplus has established contacts to all relevant cluster organisations in Central- Eastern Europe. In September 2007, ecoplus organized the first CEE cluster managers meeting with 50 participating cluster managers.
